The P-plater is accused of striking a man when his Holden Commodore spun out of control at the gathering in Derrimut last month.
The 19-year-old smirked as he was marched from his Tarneit home before dawn, confronted by 9News cameras.
He said he wasn’t surprised by the early wake up and when asked about his vehicle being seized, responded; “it is what it is”.
Exclusive video of the event shows the victim disappear into a cloud of smoke.
Police believe he would have suffered catastrophic injuries, but he has not identified himself.
Officers from Victoria Police’s anti-hoon taskforce, Operation Achilles, raided the alleged driver’s home this morning at 5am.
They also seized a car, a light blue silver Holden Commodore, at a nearby factory.
Victoria Police Acting Senior Sergeant Simon Borg said the driver’s actions were “sickening”.
“The last thing any of us want to be doing is to go knock on the door of a family and tell them they’ve lost a loved one as what I can only describe as plain stupid,” he said.
“It’s a vehicle moving at high speed, flicking around, it could have been a number people of hit, there were people standing around everywhere.”
Borg said the driver generated “so much smoke” that he simply could not see where he was going.
“To be quite honest, I am horrified,” he said.
“It’s just plain dumb and it’s crazy, it’s reckless.
“For the sake of putting a video on TikTok, is it worth it?
“Is it worth somebody’s life?”
The man is now facing a decade behind bars, charged with multiple offences including reckless conduct endangering life and serious injury, careless driving and driving in a dangerous manner.
The man has been bailed to appear at Sunshine Magistrates’ Court in December.
